Project InnovA58: the issue
In November 2015, the Minister of Infrastructure and the Environment decided to widen the A58 from two to three lanes. The adjustments to the road have consequences for the direct surroundings and are causing unrest in the municipality of Oirschot. At the same time, this widening offers opportunities to improve the quality of the area, both spatially and in terms of living environment.

Innovation agency VanBerlo, together with Rijkswaterstaat and the municipality of Oirschot, mapped out the wishes and preconditions of the users and the environment in order to arrive at a coherent plan that will benefit everyone. What exactly that 'better' means for the environment, we determined using the design thinking methodology. And that together with all those involved. This not only concerns the direct residents, but also companies, associations, people who experience the consequences of a (crowded) motorway at a distance and of course also the municipality of Oirschot, Rijkswaterstaat and the province. We helped those authorities to form Team Oirschot. This group of involved Oirschot residents, companies and associations have thought along about the integration of the A58 and made concrete recommendations.

Step 1: Scoping
The central starting question in scoping is: what are the actual objectives based on the needs and motivations of the stakeholders? In this phase, the goal is to clarify the issue and thus have a common starting point. In order to be able to make this deepening, we use our own tool: 'Social Design Radar'. This consists of four quadrants, in which the following questions are asked:

What has been done before to solve the problem, what works, what doesn't and why?
What actually goes wrong if we do nothing philippines mobile number list to solve the problem?
Why is it important to solve the problem now, why is it urgent?
Where and when does the issue take place?
After answering these questions, we map the direct and indirect stakeholder field. We then determine which stakeholder groups should be included in the empathy research.

Social Design Radar to gain a clear picture of the issue

We explored the issue surrounding the widening of the road at Oirschot during a co-creation session (with the core team, the province of Noord-Brabant, the municipality of Oirschot and Rijkswaterstaat). The starting point was to see how this project, the widening from two to three lanes, can lead to value creation for the environment. This positive starting point yields very different results than if you only look for solutions to limit the nuisance as much as possible.

During the kick-off session with the 'Social Design Radar' it quickly became clear that the urgency to involve the environment in the decision was very great. There was still a lot of uncertainty and resistance, despite various information meetings. And help, that deadline of the integration vision was approaching very quickly.
